Minnesota State is requesting proposals from qualified respondents to provide an Enterprise Content Management (ECM) system that includes electronic forms, workflow and process automation for all colleges and universities throughout the Minnesota State System. This proposal is for a master contract available to all colleges, universities, and the system office within the Minnesota State system. Participation is optional, and each institution will be responsible for its proportional share of licensing, services, and support costs. Institutions may also choose to pursue alternative solutions independently if this option does not meet their needs or becomes cost-prohibitive. As higher education is experiencing declining enrollment, higher costs and declining State of Minnesota appropriation for higher education; each college and university must find ways of doing more work more efficiently at lower cost while providing improved service to students to close equity gaps and ensure that each student has extraordinary education and training, and are able to perform at their very best. The purpose of this solicitation is to obtain specific proposals from potential suppliers to include how they would assist Minnesota State in using an ECM for converting paper documents, importing electronic files, workflow process, electronic forms, integrations with ERP/SIS, reporting, etc. Minnesota State University, Mankato has local SQL databases and SOAP interfaces with ISRS to pull employee and student information for processing of E-Forms and indexing.
