The consultant shall provide all services and complete all tasks necessary to deliver the project, including but not limited to, concept and preliminary design, public engagement, geotechnical and survey base mapping services, and traffic analysis. The consultant will be responsible for all aspects of concept and preliminary design/engineering to support the public engagement process, including reviewing and refining existing Hennepin County, City of Crystal, and City of Robbinsdale guiding principles as it relates to this project, developing clear project goals, purpose and need for the public in plain language, establishing evaluation criteria, alternatives analysis, selection of the preferred design concept, and gaining layout concurrence from project stakeholders and government agencies.
