Services Requested: MDH therefore seeks a vendor to complete a programmatic review, resource analysis, and recommendations report for our drinking water data management approaches, detailing how DWP can best position itself, succeed in, and improve data management functions in concert with program and state partners, while meeting SDWA and other programmatic requirements. DWP therefore requests proposals at this time for a detailed review of its data management environment, including a multi-faceted gap analysis and resource analysis with direct input from DWP, program, and state partners, resulting in a recommendations report regarding DWP data management structure, function, and staffing. In vendor-provided deliverables, DWP seeks recommendations regarding data-affiliated program procedures, data management approaches, and communication/availability of data to help ensure state staff, water system operators/owners, labs, and other entities have the information they need to track compliance and understand requirements. Further, DWP seeks deliverables informed by a national, comprehensive perspective that can aid its selection of pathways to modernize its technology stack while also accommodating recent and upcoming Safe Drinking Water Act (SDWA) rule changes. Therefore, the Responder must have thorough understanding of the regulatory requirements of primacy agencies, have provided similar services to other SDWA primacy states in the last five years, and describe in detail the scope of service and outcomes to be provided in its proposal.
