The buildings at 4140–4146 Fremont Avenue North are severely deteriorated and contain hazardous materials. 4140 Fremont is a one-story commercial structure, while 4146 Fremont is a two-story mixed-use building with residential and commercial space. The contractor shall complete full demolition of both buildings, including removal of all structural components such as foundations, footings, slabs, and utility connections. Required environmental abatement of asbestos-containing materials (ACMs), lead-based paint (LBP), and mold must be conducted in compliance with the specifications detailed in Attachment A. Once demolition and abatement are complete, the site must be backfilled with clean, granular fill, graded to match surrounding conditions, and restored with topsoil and vegetative cover. The contractor must implement all necessary pedestrian and traffic safety measures throughout the project, including sidewalk protection consistent with IBC Chapter 33.
