The Minnesota Department of Public Safety’s division of Emergency Communication Networks (“DPS-ECN”) is seeking proposals from qualified responders to deliver in-person cybersecurity training events tailored for Public Safety Answering Point (“PSAP”) staff, specifically Public Safety Telecommunicators (PSTs) and PSAP Information Technology (IT) staff. The purpose of the anticipated training occasions is to provide hands-on exercises, scenario-based instruction, peer discussion, and expert guidance. The awarded contractor will conduct up to, but not exceeding, eight (8) identical, single-day (8-hour) in-person training sessions, delivered at different locations within selected Minnesota regions (i.e., Metro, Central, Northwest, Northeast, Southwest, South Central, Southeast). The anticipated training sessions will be delivered primarily during the first quarter of calendar year 2026, with potential to schedule in the second quarter of calendar year 2026 as requested by the State. The desired training program will enhance the security and resilience of critical public safety infrastructure by equipping PSAP personnel with practical tools to identify and respond to emerging cyber threats in real time. Participants in the anticipated training program will gain actionable strategies to secure emergency communication systems, protect sensitive data, and maintain operational continuity. As the target audience for the training program will include frontline responders and system operators, the proposed training curriculum and course objectives should promote cyber awareness, digital hygiene best practices, and readiness against malicious intrusions or service disruptions via lecture and instruction, demonstrations, presentations, and handouts.
