DUMPSTERS: The Project Supervisor may request an increase or decrease in the number of dumpsters/containers or the frequency of pickup service. A. Placement location for the dumpsters/containers at the site can be found on the included site map. B. The volume of waste to be collected is unknown. C. Dumpsters/containers must be in good condition without holes so that contents will not spill onto the ground at the sites or during transportation. Dumpsters/Containers may be lined at the contractor’s discretion. D. Waste from this site must be disposed at any of the MPCA approved landfills listed below. E. All dumpsters/containers must be a minimum of 6 yard dumpsters/containers with lids. F. All dumpsters/containers must have covers. Example of an acceptable lid is included with this solicitation. G. Service of the dumpsters/containers shall include loading, hauling and disposal. H. It is estimated that dumpsters/containers will be serviced weekly. However dumpsters/containers may need to be emptied various times on an on-call basis (Contract vendor must supply contact information for requesting additional collections). Any additional collections shall be charged at the same rate as stated in the bid price. DNR staff will call the Contract Vendor to request these individual collections. Contract vendor shall perform on-call pickups within 24 hours of call. I. Dumpsters/Containers must meet all state and local safety codes. J. Dumpsters/Containers must be acceptable in appearance to Project Supervisor. K. Contractor shall keep dumpster/container in good repair or replace it at the request of the Project Supervisor. L. The State of Minnesota accepts no responsibility for the containers. REFUSE SERVICE: A. It is understood that the per pickup price bid includes all cost for labor, materials, equipment, tools, transportation, service, disposal fee, weight fees, fuel surcharges, assessments and all else necessary to complete the service described in these specifications. All fees must be included in the vendor price per pickup, except the MN Commercial Solid Waste Fee and other County taxes (if applicable). B. Pickup service shall occur weekly. Additional pickups shall be requested as needed. C. If any scheduled collection day falls on an observed holiday, the contract vendor shall notify the DNR staff and an alternate collection day will be arranged. D. Extra, or less frequent pickups may be required by the Project Supervisor. Any pickups beyond those scheduled shall be invoiced at the same rate as the original bid price. DNR staff will call the Contract Vendor to request collection changes. E. DNR will only pay for actual services rendered. F. Garbage immediately adjacent to dumpsters/containers will be cleaned up and disposed of by contractor. G. The bid price will include the cost to provide and empty each size and type of container per the attached schedule. No additional surcharges will be approved for payment. H. The contractor must comply with all existing Pollution Control Agency (PCA) rules and regulations with regard to commercial garbage collection and disposal in a PCA approved landfill. Contractor shall use properly licensed garbage collection vehicles that are covered and leak proof. Disposal of refuse must be at a PCA approved site only. I. Contractor will obey all private property rules and state property rules and regulations. MIXED MUNICIPAL SOLID WASTE (MMSW) DISPOSAL The Contract Vendor shall dispose of MMSW in accordance with the Waste Management Act and County Master Plans. See Minn. Stat. § 115A.46, Minn. Stat. § 115A.471, Minn. Stat. § 473.803, Minn. Stat. § 473.848, and Minn. Stat. § 473.149.
