The contractor will collect and utilize data from all pharmacies physically located in the state of Minnesota that dispense outpatient drugs under Medical Assistance (“responding pharmacies”).The contractor will measure the cost of dispensing outpatient drugs and specialty prescription drugs, both combined and separately, under Medical Assistance using the following methods: mean, mean weighted by total prescription volume, mean weighted by medical assistance prescription volume, median, median weighted by total prescription volume, and median weighted by total medical assistance prescription volume. The contract vendor may also measure additional measurements of central tendency for responding pharmacies in addition to those previously described. The contractor must measure a single statewide cost for all responding pharmacies for specialty drugs, non-specialty drugs, and specialty and non-specialty drugs combined, as well as tiering based on at least the following: affiliation (chain and independent), geography (rural and urban), annual Medicaid prescription volume, line of business (retail, specialty, long-term care, and pharmacies participating in the 340B program). The contractor may propose additional tiering based on additional attributes, or combinations of attributes, of the responding pharmacies.
