Survey of Acquisition Cost a. The Responder’s proposed Plan must include a detailed description for an approach that streamlines the process of requesting, obtaining, analyzing, and reporting acquisition cost data, reduces administrative burdens on providers, and generally improves the timeliness of the pricing and reimbursement process. b. The Responder must include recommendations in its detailed proposal for a quarterly survey submission process for all drugs purchased by enrolled Minnesota pharmacies, excluding those purchased through the 340B program and Federal Supply Schedule, and a schedule to best address the fluctuating prices for both brand and generic drugs, at minimum, allowing for weekly rate updates based on provider appeals. c. The Responder must propose and describe an appeal process in their proposal. d. The Responder must be able to accept surveys/invoices via fax, mail, and electronic means from the pharmacy and/or wholesaler. e. The Responder must detail a process for the electronic collection of this data directly from the wholesaler with the allowance for manual submission only if requested by the provider. f. Responder will be responsible for all requesting and gathering of information/invoices from pharmacies and wholesalers. g. Data provided by pharmacies for the measurement and calculation of the MNAAC are nonpublic data as defined in Minnesota Statutes §13.02, subdivision 9. The Responder must describe how the data will be protected. h. The Responder may propose a survey process that includes surveying all pharmacies with each quarterly survey, or a subset of pharmacies for each quarterly survey, but must ensure that every enrolled Minnesota pharmacy is surveyed at least once per calendar year. i. Throughout the implementation period, on a schedule mutually agreed, the Responder will provide reports reflecting progress being made to initiate delivery of all services as of January 1, 2027.
