Specifications include, but are not limited to: The PRISM and MCSO systems must remain fully functional for users throughout the modernization and updating process. The goal of DHS-CSD is to have no interruption in system services performed by the counties/tribes and participants. The first component of modernizing PRISM is to refactor the code and data into the replatformed system. If a refactor/replatform solution is selected, the intent is to only change the underlying technology, not the functionality of the system. Fundamental business rules/processes are not intended to change with this process. The expectation is that apart from a new database, code, and modernized user interface, the migrated system will be functionally equivalent to the existing system. The modernized PRISM system will support the existing users’ access for the approximately 1,500 state, county and tribal employees with the correct system permissions for each user. This maintained functionality also includes existing interfaces with our partners. The interfaces are expected to work the same or better than they do now, with minimal to no changes required by our partners. Technical and operational staff must be trained to maintain and enhance the system on the new platform. The STATE seeks information on available solutions that offer improvements, process efficiencies and cost savings to the current systems and planned strategies for a migration of PRISM to a modern environment and coding language. If another type of solution other than refactor/replatform is competitive and meets state goals and legislative requirements, that solution may be presented. See the public Minnesota Governor’s budget linked above. The second component is to update or enhance the participant/employer portal, MCSO. Changes to MCSO can be add-ons to the current system in place, or a completely new solution/system. These changes or new solution will need to allow for more access and self-service options for participants/employers, along with the ability to exchange and automatically process data back and forth with the modernized PRISM. A vendor may respond to only the MCSO portion or only the PRISM portion of the RFI, if they cannot provide information for a full solution to all the legislative requirements.
