A. Assess Existing Conditions and Opportunities- The City reviews and updates its Comprehensive Plan in accordance with the Metropolitan Council’s 10-year planning cycle. As part of that process, the City desires an assessment of existing conditions and opportunities within the community. B. Community Engagement- The City is seeking a high level of inclusive community engagement and resident input during the comprehensive planning process. It is anticipated that the Planning Commission will serve as the steering committee for the creation of the plan. Firms are free to be creative and submit innovative and unique proposals they feel would best engage the community. City staff plan to be heavily involved in the community engagement process and the primary contact point for residents. It is anticipated that at a minimum, there will be the following community engagement activities: • An online engagement tool, such as a virtual open house, to allow for community engagement in a variety of formats. • Neighborhood engagement sessions to be held in the community. • Meetings with key stakeholders, businesses, and resident groups in the community. • Engagement activities at community events. • Meet with the City Council, Planning Commission, and Park Commission as necessary throughout the project. • Meet regularly with city staff throughout the project to ensure tasks and activities are progressing in a timely manner. • Creation of engagement publications, handouts, graphics, etc. consistent with City branding...
