Task 1: Project Structure and Work Plan • Develop a detailed work plan, timeline, and methodology. • Include specific actions, milestones, and deliverables for timely plan completion by May 2027. Task 2: Project Management and Coordination • Assign a project lead as primary contact. • Conduct monthly progress meetings with the Project Management Team (PMT). • Prepare monthly reports, meeting minutes, travel documentation, and invoices. • Prepare quarterly reports including Federal Financial Report and Performance Progress Report. • Prepare closeout reports including Final Federal Financial Report and Final Technical Report. • Coordinate with Crow Wing County and other jurisdictions as applicable. Task 3: Public Meetings • Prepare and present a minimum of one public meeting and three PMT meetings (at least one in-person). Task 4: Data Collection and Review • Assess existing programs, policies, and transportation data. • Conduct a peer review and comparison of crash analyses in similar Minnesota cities/regions. • Work in tandem with Crow Wing County as they prepare and develop their Safety Action Plan. • Develop recommendations based on literature, policy, and data review. Task 5: Safety Analysis • Evaluate historical trends, crash locations, and contributing factors. • Assess systemic and specific safety needs across all major roadways in the study area. • Impacts across different user types (e.g., bicyclists, pedestrians, skaters).
