The Department of Commerce (“Department”) seeks proposals from qualified organizations or individuals to assist in the review of the upcoming Biennial Transmission Projects Report (“BTPR”) and Grid Enhancing Technologies (“GETs”) plans filed by utilities. On November 3, 2025, 14 utilities will file the BTPR in Docket No. E999/M-25-99. The BTPR will review in excess of 150 different transmission inadequacies, some of which will have received detailed review at Midcontinent Independent System Operator, Inc. (“MISO”) and some inadequacies will not rise to the level of MISO review. The Department does not intend to re-review MISO-reviewed projects, but rather intends to review the parts of the BTPR that are not part of MISO’s review. This subset of projects that are not reviewed by MISO forms the basis of the scope of analysis for the normal BTPR project portfolio. In addition, a subset of the 14 utilities will file a new evaluation of GETs plans as a solution for areas of forecasted high congestion. The Department seeks engineering expertise to review a select number of transmission inadequacies and the GETs plans. Comments containing the analysis will be due January 15, 2026.
