Appraisal content report to include: 8.1 Description of data collected and relied upon. 8.2 Market analysis, including social, economic, governmental, and environmental factors. 8.3 Determination of Highest and Best Use. 8.4 Site Value Opinion. 8.5 Application of each of the following valuation methods to reach a specific indication of value (rather than a range): 8.5.1 Replacement Cost 8.5.2 Sales Comparison 8.5.3 Income Capitalization 8.6 Final Opinion of Value (reconciling the various specific indications of value). 8.7 Certification (of all required USPAP items). 8.8 No limiting conditions unless approved in advance by St. Louis County. 8.9 A complete statement of opinion(s) and the basis and reasons for them. 8.10 The facts or data considered by the appraiser in forming the opinions. 8.11 Any exhibits that will be used to summarize or support the opinions. 8.12 The appraiser’s qualifications. 8.13 The appraiser’s work file (provided separately from the appraisal report).
