Specifications include, but are not limited to: Review of existing public (local, regional, state and Federal) and private ATV opportunities statewide to understand current maintenance needs/costs and where supply/demand are not balanced (see inventory above); Identify future trends in ATV use (e.g. demographics, ATV size/weight, electric ATVs, etc.) Identify potential new locations for beginner ATV trails as well as areas for more advance (moderately difficult to difficult) level of ATV trails; Work with existing trail managers to identify existing trails difficulty levels; Identify Minnesota counties that permit ATV operation on county highways; Identify special regulations counties may have to allow ATVs to operate on county highways. Engagement with community members, local, state and federal government officials, trail managers, ATV enthusiasts, DNR staff and business owners to understand regions where ATV recreation is desired; Provide project status updates for seasonal DNR-ATVMN meetings; Understand the types and difficulty levels of trails the ATV community desires; Winter use, growing demand for larger ATVs, demand for Agricultural ATV use while also used as a recreational ATV. Utilize Minnesota Geocommons to gather background information and map production; Assist DNR with project communication;
