The scope of this proposal should include all types of large-scale incidents and disasters the City may face, including natural disasters, technological, public health, and other emergencies/disasters. After an incident or disaster occurs, the Director of Emergency Management will connect with the Consultant to discuss the scope of services for a specific engagement. Following this initial meeting, the Consultant will meet with leadership from other departments involved in the incident response. For each AAR the Consultant will review any incident response notes, incident documentation, and hotwash notes for the incident (to be provided by the City NIMS components as available). Based on the initial review, the Consultant will create a project plan detailing the other groups and tasks involved in the engagement. The next step of each engagement will be to conduct NIMS components listening sessions and also one-on-one interviews with key leaders of each: • Incident Command/Unified Command (IC/UC) • Emergency Operations Center (EOC) • Joint Information Center (JIC) • Multi-Agency Coordination Center (MAC) Group The next phase of each engagement is to evaluate the performance of the various NIMS components and applicable Emergency Management Capabilities that may include, but are not limited to: • Cybersecurity • Economic Recovery • Operational Coordination • Critical Transport • Fatality Management • Health and Social Services • Housing • Infrastructure Systems
