The selected consultant will be expected to perform the following tasks, within the timeline provided below: Review Existing Plan: Assess and analyze the current Water Quality and Wetland Management Plan to identify areas in need of update and necessary additions, and work with Water Resources staff to develop a framework/outline for the revised plan. Data Analysis: Review and evaluate summary data (provided by the City) on water quality, fisheries, and other applicable topics from the plan. This will require moderate to significant coordination with Water Resources staff. Gap Analysis: Ensure that the updated plan is in compliance with all local, state, and federal regulations, including the Clean Water Act (MS4), the Minnesota Wetland Conservation Act, and all other applicable regulations. This process shall further include any feedback / recommendations related to diversity, equity, and inclusion aspects that should be addressed in the update. Stakeholder Engagement: Facilitate meetings with key stakeholders, including: City Council, City Commissions, State Agency partners, County partners, Soil & Water Conservation District staff, Watershed Management Organization members, and the public, to ensure broad community involvement in the plan update process. Development of Updated Plan: Prepare a draft of the updated Water Quality and Wetland Management Plan, including clear goals, strategies, and actionable recommendations. Final Report: Submit a final plan, incorporating feedback from stakeholders and any necessary revisions. The plan should include a clear implementation strategy and monitoring framework. The final report must meet the requirements of MN Stat. 103B, MN Rules 8410, and applicable watershed organization rules.
