Specifications include, but are not limited to: 1.1. The Contractor must provide staff, supplies, materials, and equipment necessary to perform services on-site at each hospital, including transporting specimens to and from the Contractor’s laboratory. The Contractor must identify laboratories close in proximity to each individual hospital so that laboratory tests can be completed in the time required per Section 2.2. Reporting Laboratory Values. It is the responsibility of the respective hospital to indicate whether the test being ordered is routine or stat. The Contractor must be able to receive orders for laboratory services electronically from the State’s electronic medical record (EMR) system, myAvatar™ by Netsmart, or other method identified by the State. The Contractor must be able to use the State’s EMR system to send laboratory test results electronically to the State. Orders and results will be sent in a mutually agreed upon format. 1.2. The Contractor will be responsible for blood draws, specimen testing, paperwork, and reporting. The number and type of blood draws to be performed under this contract will depend on the medical needs of the client population at each hospital. Quantities cited in the attached Schedule B.1 Excel worksheet are based on projections from previous year’s total. 1.4. The Contractor is responsible for transporting blood draws and specimens to the laboratory for testing whether the laboratory draw is performed by the Contractor or the hospital staff. All required timeframes listed in Section 2.2. must be followed. The Contractor must ensure all collected specimens are obtained from the hospital and transported to the identified laboratory without creating a potential biohazard and without compromise to the specimens. The service must be provided at no additional charge to the State. The Contractor must transport all specimens linked to diseases reportable by state and federal law to the Michigan Department of Health and Human Services Bureau of Laboratories, located at 3350 N. Martin Luther King Jr. Blvd, Lansing, MI 48906. Delivery must be within 24 hours of pick up Monday through Thursday. Bureau of Laboratory hours are Monday – Friday, 8:00 a.m. to 5:00 p.m. 1.5. Discrepancies regarding test results may require a retest. Retests must be done at no additional cost to the State. Retests will be requested within two working days of receipt of initial result. 1.6. To allow hospital employees to perform blood draws in accordance with the Contractor’s standard procedures, the Contractor must provide a listing of the appropriate collection containers and the minimum amounts of blood and/or serum required for each test. Contractor must provide a listing of basic chemistry and hematology micro procedures available, the minimum specimen required, and specialized supplies to collect and transport these specimens.
