The Capital Area Transportation Authority (CATA) is seeking to contract with a professional planning firm to produce a Comprehensive Operational Analysis (COA) of CATA’s fixed route and demand response public transportation services. CATA is seeking a consultant with proven experience in developing COAs and implementing the recommendations that result from the effort. The COA must consider all CATA services, recommending route/service changes to improve service efficiency, on-time performance, increase ridership, and reduce mobility barriers both within CATA’s current boundaries, as well as consider broader regional mobility. The results from the COA will be informed by extensive data analysis, partner agency collaboration, key stakeholder feedback, public input, employment patterns, land-use considerations, Title VI analysis, Environmental Justice analysis, budgetary constraints, and regional growth projections. The COA’s recommendations shall not be limited in scope but rather seek to inform CATA’s decision-makers based-upon industry best practices and resource maximization.
