The State is seeking to establish a contract that will allow the State to consume on-demand, scalable computing resource Cloud Services from one or more Direct Cloud Service Providers. In the effort to avoid multiple cloud service hosting contracts with varying terms, the State of Michigan’s Department of Technology, Management and Budget (DTMB) desires to setup a program with universal terms for all native cloud service products. This will provide a level playing field to all vendors across the entire State of Michigan IT Public Cloud space. DTMB hosts and supports most of its computer applications on its own servers. The State is looking for the ability to transition hosting to the cloud when appropriate. DTMB is creating a State Digital Service (SDS) with product ownership of digital, technology and Cloud Services for the State of Michigan. The State Digital Service will be responsible for Cloud Services provided to State agencies. Once contracts have been awarded, the State will select the best Cloud Service Provider through a second-tier process for each instance based on the following criteria: • Feature • Integrations • Development knowledge and ease of use • Service Level • Risk Profile • Cost
