MACKINAW Special Equipment Annual Maintenance Requirements
(Also known as Yellow Gear or Heavy Equipment)
1. SCOPE OF SERVICES:

- Intent. The Coast Guard proposes to enter into an agreement with a contractor to provide all parts and labor for maintenance on the equipment detailed in paragraph 1.3 Equipment. The contractor shall leave behind 1 gallon of each type of fluid in an approved container with MSDS to facilitate top offs throughout the year (grease excluded). The location where maintenance is expected to be performed is 632 Coast Guard Drive Cheboygan Mi.49721 (no exceptions). All work shall be completed IAW the manufacturer’s maintenance manual or technical publications as applicable.

- Period of Performance: This work is to be completed between 07 July 2025 and 22 August 2025. The exact window will be coordinated upon award. Vendor will have access to the facility from 0700 to 1900 Monday – Friday. Access outside those hours can be coordinated with the POC, Francis Reynolds as long as four hour notice is provided for hours outside 0700-1900 and 24 hour notice for weekends and holidays.

This agreement consists of furnishing and disposing of all materials, equipment, labor supervision, and transportation necessary for the successful completion of the work area as shown at locations listed and described herein. All hazardous materials are to be disposed of in accordance with all state, local, and federal regulations.
1.4. Inspection Details. The contractor shall perform the following tasks:
A. SHUTTLE LIFT 7750 CRANE, at each service:
1. Inspect wire rope and sheaves.
2. Apply grease to all lubrication fittings.
3. Inspect the engine fan belts.
4. Check wheel nut torque
5. Lubricate the swing gear and pinion.
6. Lubricate the wire rope.
7. Inspect the boom chains.
8. Inspect all hydraulic hoses.
9. Replace Engine crankcase oil.
10. Replace engine filter.
11. Clean Battery and connections.
12. Torque critical fasteners.
13. Replace the air cleaner element.
14. Check the swing gear to pinion backlash.
15. Replace transmission oil.
16. Replace the wheel hub lubricant.
17. Replace the axle housing lubricant.
18. Replace the winch gearbox lubricant.
19. Replace swing gearbox lubricant.
20. Replace the hydraulic oil.
21. Replace the hydraulic oil filter.
22. Replace the engine coolant.
23. Update the INSPECTION DATE on the WLL/GVWR label on the vehicle such that the old date is not visible.

B. HYSTER H280D FORKLIFT, at each service:
1. Lift chains, check condition and adjustment. Lubricate with engine oil.
2. Wheel nuts, check torque
3. Hydraulic tank breather, inspect restriction indicator. Replace element if necessary.
4. Drive belts, check tension and condition.
5. Coolant, check coolant level.
6. Cooling fan belt tensioner, inspect for damage and proper alignment.
7. Engine valve adjustment, check valve clearance.
8. Parking service brake, check condition and operation.
9. Vibration damper, check index lines.
10. Mast bearing block, multipurpose grease.
11. Side shift carriage sliding, multipurpose grease with 2 to 4 percent molybdenum disulfide.
12. Fork pins and guides, multipurpose grease with 2 to 4 percent molybdenum disulfide.
13. Mast pivot pins, multipurpose grease with 2 to 4 percent molybdenum disulfide.
14. Tilt cylinder pivot pins, multipurpose grease with 2 to 4 percent molybdenum disulfide.
15. Steering axle tie rod pins, multipurpose grease with 2 to 4 percent molybdenum disulfide.
16. King pin, multipurpose grease with 2 to 4 percent molybdenum disulfide.
17. Shafts for air brakes actuator arms, multipurpose grease.
18. Drive shaft, multipurpose grease.
19. Cab door, multipurpose grease.
20. Pedals, levers, seat rails and hinges.
21. Replace Cummins diesel engine oil, API CI-4SK SAE 15w40-18c.
22. Replace engine oil filter.
23. Replace diesel fuel filter.
24. Replace diesel fuel filter/water separator.
25. Replace Transmission oil filter.
26. Drive axle and differential. Clean magnetic plugs. SAE 8-w-90 or 85w-140 API GL-5
27. Replace planetary gear oil.
28. Replace hydraulic system oil.
29. Replace hydraulic system oil filter.
30. Replace hydraulic pilot valve oil screen.
31. Update the INSPECTION DATE on the WLL/GVWR label on the vehicle such that the old date is not visible.

C. GENIE LIFT S60HC, at each service:
1. Replace lube oil.
2. Replace oil bath.
3. Replace oil filter cartridge.
4. Clean fuel pump strainer.
5. Replace intake air cleaner.
6. Inspect battery and cable connectors.
7. Adjust valve clearance.
8. Replace v belt (even years.)
9. Adjust crankcase pressure vent valve.
10. Replace timing belt (2012, 2017)
11. Replace Fuel filter.
12. Tires and wheels inspect check torque.
13. Test platform overload.
14. Test load sensor and verify operational cutouts.
15. Boom extend retract cables.
16. Inspect and torque turntable bearing bolts
17. Inspect turn table bearing wear.
18. Change drive hub oil.
19. Hydraulic filters replace.
20. Hydraulic oil replace.
21. Update the INSPECTION DATE on the WLL/GVWR label on the vehicle such that the old date is not visible.
22. Renew 1 tire rim assembly.

D. Kubota RTV900 Utility Vehicle, Serial #65179 at each service:
1. Engine Oil.
2. Hydraulic Oil.
3. Transmission Fluid.
4. Coolant.
5. Grease.
6. Hub Oil.
7. Filter Elements.

E. TOYOTA 8FDU15 FORKLIFT, at each service:
1. Replace engine oil.
2. Replace engine oil filter.
3. Replace engine coolant.
4. Replace/Clean air cleaner element.
5. Replace diesel fuel filter.
6. Replace differential oil.
7. Replace hydraulic system oil.
8. Replace hydraulic system oil filter.
9. Replace wheel bearing grease.
10. Replace brake fluid.
11. Replace Hydraulic oil pump seal.
12. Replace torque convertor oil.
13. Replace torque convertor oil filter.
14. Clean/Replace air element.
15. Check valve clearance.
16. Perform compression check.
17. Measure Stall test and oil pressure.
18. Check wheel torque.
19. Tighten steering valve mount.
20. Measure and adjust brake pedal play and reserve.
21. Measure and adjust Brake drum clearance between drum and lining.
22. Measure and adjust return spring wear.
23. Hydraulic cylinder check mounting for looseness and damage.
24. Hydraulic tank, tank and oil strainer clean.
25. Oil control valve relief pressure measurement
26. Oil pressure piping, tighten loose linkage.
27. Complete all lubrication points IAW operators manual page 106.
28. Update the INSPECTION DATE on the WLL/GVWR label on the vehicle such that the old date is not visible.

- Equipment weight testing. The contractor shall complete annual weight testing on the equipment listed in paragraph 1.3. Testing shall be in accordance with all applicable OSHA Federal safety standards and manufacturer’s instructions. Contractor shall provide all equipment to complete the tests and a data plate for each piece of equipment tested stating at a minimum, test weight, date completed, and date next test required.
1.6 Additional maintenance. If in the event, additional maintenance is required, Contractor shall notify the POC, Francis Reynolds.
