Specifications include, but are not limited to: Phase 100 Study, Phase 400 Preliminary Design, Phase 500 Final Design, Phase 600 & Phase 700 Construction Administration Office & Field Services for Sanitary Sewer Improvements at the MDOC Lakeland Correctional Facility (LCF). The existing sanitary sewer effluent at LCF is collected at a central sewer pumping station at an onsite maintenance building. It is then pumped in a 10” force main 1,700 +/- LF south through the LCF site and then on to a CBPU (Coldwater Board of Public Utilities) treatment plant approximately four miles away. The LCF site and associated properties are the only properties served by this force main. The existing force main has been in service for nearly 50 years and requires increasing maintenance. In 2017 a 18” force main was constructed by CBPU that runs along the north side of State Street adjacent to the LCF site. A tap was installed in the 18” force main for possible future connection to the LCF site. Options that are to be reviewed as part of the Phase 100 services include, but are not limited to: • Replacement of the 1,700 +/- LF of force main on LCF property. • Connection to the new 18” force main along State Street. • The addition of screening/grinding systems on the LCF site prior to the effluent entering the force main system. • Cost estimates for design and construction for options considered.
