Specifications include, but are not limited to: The City of Grand Rapids is requesting bids for an assisted sidewalk removal pilot program for the 2019 – 2020 snow season. The work shall include all labor, equipment, tools, vehicles, incidentals and traffic control devices as required to provide snow removal services within specific areas of the City of Grand Rapids. On average, Grand Rapids experiences 72 inches of snow accumulation each year, with January and February experiencing the highest accumulation totals during the winter months. By Section 4.89 of the City of Grand Rapids Code of Ordinances, occupants of every property within the City, or the owner or owners of the property, shall clear any accumulation of ice or snow from the public sidewalks adjoining such property within twenty-four (24) hours of the accumulation or placement of snow or ice on said sidewalks. This pilot program in no way nullifies the ordinance, but instead is designed to assist select neighborhoods with removal of snow on the sidewalk. This assisted sidewalk snow removal pilot program will address 100 miles of the 922 miles of sidewalks in the City. Locations have been chosen based on the following qualifications: poverty levels, population of older adults, population of people with disabilities, pedestrian traffic levels, unemployment percentage, population of school age children, distance to transit stops and past concentrations of sidewalk snow removal complaints. The purpose of this pilot will be to assess the feasibility of an assisted sidewalk snow removal program that encompasses the entirety of the City of Grand Rapids. This pilot will focus on a combination of network streets and three neighborhoods. The split is around 80/20 network to neighborhood. This split will allow the City to assess the potential of a city-wide assisted sidewalk snow removal program in future years. Contractor shall be licensed by the City of Grand Rapids Clerk’s office for snow plowing.
