Specifications include, but are not limited to: 1. Telecommunicator Training Administration. a. Training Course and Instructor approval. Each year, the State 911 Administration office will approve, or renew approval of, approximately 150+ training courses and corresponding instructors. b. Course Attendance Tracking and Continuing Education Credit Tracking. Telecommunicators are required to receive 40 hours of certified training in their first 18 months of employment, an additional 40 hours of advanced dispatcher training during the first 2 years of employment, and 24 hours of continuing education credits every two years thereafter. Courses can range from 1 hour to 168 hours of credit. The State 911 Administration office tracks the completion of each course by each telecommunicator and ensures compliance with training standards and deadlines. c. PSAP 911 Funds Application and expenditure tracking. Each year PSAPs apply to the State 911 Administration to receive 911 training funds. This application for funds is currently in Excel spreadsheets and needs to be automated. In addition, when PSAPs do not use all the funds they have been granted, the State 911 Administration will invoice the PSAP to collect unused 911 funds. 2. 911 Surcharge Collection Administration. Telephone service providers (for post-paid telephone service) and retailers (for pre-paid telephone service) are required to pay 911 surcharge fees to the Michigan Department of Treasury. The State 911 Administration is responsible for verifying that telephone service providers and retailers pay the correct amounts to Treasury. Today’s process for verifying surcharge payment involves analyzing files from Treasury, but it is a manual process and spreadsheet-based. Currently, there are 378 retailers and approximately 300 suppliers paying into the fund.
