Specifications include, but are not limited to: The vehicles to be washed will consist of scout cars and station wagons, vans, small trucks, sport utility vehicles, and general service passenger cars. The washing service is to be provided as required. The various precinct commanders will attempt to schedule their requirements, weather permitting, so the service will be requested during weekdays and at times when it will cause the least amount of interruption to the vendor’s regular washing service. Special forms to record vehicles as they are washed will be furnished by contract vendor (s). The service to be provided consists of complete washing of the exterior of the vehicle (including wheels and tires) in addition to properly cleaning the interior by means of brushing, vacuum cleaner or using a damp (not wet) cloth. No flushing of vehicle floor with hose. All windows are to be washed inside and outside. The vehicle must be thoroughly dried after washing. Protective partition installed in scout cars is to be cleaned on both sides. This cleaning may require a special solvent. Partition is not to be scratched in process of cleaning. Approximately 10% of the vehicles assigned to each precinct are equipped with protective partitions. In winter, ice and snow shall be removed from automobile by means of steam equipment, hot water spray, hot water hose, or other acceptable means, prior to contact with brush equipment to avoid scratching finish on automobiles. All salt and mud tracks must be satisfactorily removed from floor of vehicles. Front of automobiles, behind push bars shall be thoroughly washed and dried. Steam equipment or hand brushes may be required to loosen dirt in this area. THE WASH RACK MUST HAVE A CONVEYOR AND COMPLETE AUTOMATIC BRUSH TYPE FACILITIES, INCLUDING ADEQUATE OVERHEAD CLEANING EQUIPMENT FOR WASHING PASSENGER CARS, VANS AND STATION WAGONS. Washing time shall not exceed ten (10) minutes. In order to reduce waiting time to a minimum, the operating capacity of the wash rack during peak periods shall not be less than thirty vehicles per hour. The vendor must be located on the eastside of Detroit, Michigan. FREQUENCY OF SERVICE: Each vehicle will be washed approximately 4 to 8 times per month depending on season, weather conditions, etc..
