1. Residential Trash Service that shall include: a. Refuse Collection and Disposal. Once a week collection, transportation, and disposal of all non-hazardous household waste placed at curbside from a Residential Unit within a covered, wheeled container (of approved size) and provided by the Contractor. The actual size of the container shall be defined in the bid document and must be approved by the Manager of the City prior to any contract for services being considered or approved by the City Council. b. This service includes the collection and disposal of small amounts of excess Refuse (up to one extra residential trash bag), Bulky Waste, or Construction Debris that cannot fit into the container and which is less than 50 pounds in weight, two bushels in size, with no single piece being over five feet long. i. Collection of these items will be required of contractor automatically upon visual notice of the extra waste. No pre-scheduling of this collection is expected. ii. The collection of small amounts of excess Refuse, Bulky Waste, or Construction Debris from all participating Residential Units shall occur on the same day and at the same time as the regularly scheduled pickup. c. The Contractor shall maintain and store a supply of containers to serve as additional and replacement containers. 2. Residential Recycle Service that shall include: a. Once every other week collection, transportation, and disposal of Recyclable Materials placed in containers to be supplied by the Contractor for that purpose, and placed at the curbside by Residential Units on the same day as the collection of Refuse. b. The recycling container shall be a minimum size of 96-gallons and the container shall be constructed of heavy duty, durable plastic and attractive in appearance. The labeling of the container shall include a recycling logo or wording. The actual size and design of the container shall be defined in the bid document and must be approved by the City Manager prior to any contract for services being considered or approved by the City Council. c. Since the collection of the Recyclable Materials occurs once every other week rather than every week, a homeowner may request and the Contractor shall provide within five business days an additional collection container at a price as identified in Appendix A. d. The Contractor shall maintain and store a supply of containers to serve as additional and replacement containers. 3. Residential Annual City-Wide Bulk Pickup a. Refuse Collection and Disposal. Once a year collection, transportation, and disposal of all non-hazardous, bulk or otherwise household waste placed at curbside from a Residential Unit. On average each pickup location will not exceed 3 cubic yards of waste. b. The date of the event will be pre-scheduled with the City at least 4 months in advance. c. The pickup of bulk waste will occur in one day for the entire service area under contract by the City. i. To ensure completion in one day, the city will authorize an early start for this event. d. Residents will have ability to place items at the curb for the preceding 7 days of the event. Early pickup can be done by the contractor at their discretion. Any early start to this work will not prevent the contractor from having to drive every street in town to ensure that all items are picked up on the pre-scheduled event date as advertised. 4. Additional Services a. Residential Bulk Item Pickup i. Refuse Collection and Disposal. Through pre-arranged scheduling with the City and contractor, residentials can request a single item, bulk pickup. ii. The date of the pickup will be requested by the City to the contractor and the contractor will coordinate the date of the pickup.
