Description of Purchase: The Michigan Department of Health and Human Services (MDHHS) Juvenile Justice Reform Division requests to enter into negotiation with National Youth Screening and Assessment Partners (NYSAP) to develop and disseminate several model policy and training protocols to local jurisdictions to meet new legislative requirements around mental health screening, risk screening and assessment, and risk-need-responsivity (RNR) based case planning in juvenile justice. NYSAP will provide training and technical assistance on the Youth Level of Service/Case Management Inventory (YLS/CMI), Youth Level of Service/Case Management Inventory: Screening Version (YLS/CMI:SV) and the Massachusetts Youth Screening Instrument – Second Version (MAYSI-2). Service #1: Diversion Support and Training Diversion support and training involves implementation support and training to local jurisdictions and the staff responsible for youth intake to implement the MAYSI-2 and YLS/CMI:SV for diversion decision-making. This includes the following deliverables: Provide up to five hours of virtual consultation with two consultants to develop a generic MAYSI-2 policy and procedures template for diversion that can be adapted by local jurisdictions. Provide up to six hours of virtual consultation with two consultants to develop a generic YLS/CMI:SV policy & procedures template for diversion that can be adapted by local jurisdictions. Provide up to four hours of virtual consultation with two consultants for the integration of the MAYSI-2 and YLS/CMI:SV into a decision-making policy and development of a combined data tracking protocol. Provide up to three 3-hour virtual trainings for up to 40 staff in the MAYSI-2 and its policy and procedures. Training includes how to administer and score the MAYSI-2 and use the screening results in post-screening triage and decision-making. Provide up to three 6-hour virtual trainings, for up to 40 staff in the YLS/CMI:SV and its policy and procedures. Training includes how to administer and score the YLS/CMI:SV, and how to use the screening results in diversion decisions. Service #2: Pre-Disposition Implementation and Training In addition to training, pre-disposition activities involve preparing the YLS/CMI for use in Michigan (juvenile record language and counts require state-specific adaptation, developing disclosure language, interview), developing policy and procedure templates for the MAYSI-2 and YLS/CMI and case planning that guide decision-making for probation, and developing procedural documents (e.g., decision support tools). The deliverables include: Provide up to 30 hours of consultation with two consultants to adapt the YLS/CMI for Michigan including adapting language in the “Prior Convictions” domain to match Michigan law, develop a rater guide, and modify the semi-structured interview if needed. Provide up to 80 hours of consultation with two consultants to develop a generic YLS/CMI policy and procedures document that can be adapted by local jurisdictions including administering the assessment, appropriate information sharing with the courts and providers, case planning in line with RNR, data tracking, and development of the following: Probation disposition recommendations template Service matrix Case Plan template Provide two 2-day in-person training with two consultants for up to 50 probation officers on how to administer and score the YLS/CMI, training on the MI generic policy, practice case vignettes and how to provide recommendations to the court using the dispositions template. Provide one 2-day virtual training with two consultants for up to 40 probations officers people each on how to administer and score the YLS/CMI, training on the MI generic policy, practice case vignettes and how to provide recommendations to the court using the dispositions template. Provide proficiency testing for up to 140 probation officers for YLS/CMI certification, the critical process to ensure probation officers are proficient at scoring the YLS/CMI before they conduct the assessment with youth. Provide two 1.5day in-person RNR-based case plan trainings with two consultants for up to 45 probation officers covering RNR principles, how to design a case plan that matches youths’ risk factors, using service matrices, and processes for changing behavior. Provide one 1.5-day virtual RNR-based case plan training with two consultants for up to 40 probation officers covering RNR principles, how to design a case plan that matches youths’ risk factors, using service matrices, and processes for changing behavior. Provide up to five hours with two consultants to develop a generic MAYSI-2 policy and procedures pre-disposition template for probation that can be adapted by local jurisdictions.
