The project will follow PMI best practices and use MSU project templates. . A workgroup will be created of members who will be responsible for planning and executing the tasks for the project. The workgroup will be complemented by a consultant experienced in these kinds of activities. The MSU workgroup members will guide and review the deliverables and provide feedback on a weekly or as needed basis. Subject matter experts and stakeholders will also be expected to participate by contributing verbal or documented information to the work of the workgroup. The project will be completed using the following milestones: • Hire a consultant experienced in reviewing current state, soliciting institutional & peer feedback, and establishing strategy and roadmap for information technology services. • Assign a project manager on a part-time (1/4 FTE) basis to work closely with the team to manage the project. • Assign an IT project lead on a part-time (1/4 FTE) basis to work closely with the team to provide direction on approach and connect the effort to existing IT information, artifacts, and subject matter experts. • Utilize IT subject matter experts, as needed, to work closely with the consultant, to gather and provide current state information, and to review content. • Complete a stakeholder analysis to be used to identify business owners, users, and functional & technical subject matter experts to include in the university stakeholder assessment. • Compile and review current state analysis of services, operational plans and roadmap, and university strategy. • Contact Big Ten Academic Alliance peers to review current service offerings, vision, strategy, and roadmaps. • Design and execute a university stakeholder assessment (e.g., surveys, interviews) to obtain feedback on current state, problem areas, requirements, experience needs, and key success factors. • Review the current strategy and initiatives landscape. • Develop detailed findings report for workgroup and executive committee review and feedback. • Complete a gap analysis utilizing findings from above activities and industry standards and direction. • Prepare the information technology services strategy proposal and report for the executive committee.
