Specifications include, but are not limited to:Snow and ice removal services only for one winter season. A. Description of Area to Be Serviced: Entire parking lot, including the entrance drive from the roadway and all sidewalks and building entrances. B. Service Specifications: All services to be furnished hereunder shall conform to the specifications as noted herein. 1. Snow removal services shall be considered as both “automatic” and “on-call”. a) “Automatic” snow removal services shall be performed by the Contractor when snowfalls of two (2) inches or more occur. b) “On-call” snow removal services shall be performed when requested by the DEQ Program Manager or authorized designee and may be requested at any time during the day. The DEQ Program Manager will provide the Contractor with a list of DEQ contacts authorized to approve snow removal activities. 2. Contractor must complete “automatic” service before 7:00 a.m. on State workdays. No snow removal services shall be performed on State holidays. State holidays during the winter season include: Election Day (every two years); Veteran’s Day; Thanksgiving Day; Friday after Thanksgiving Day; Christmas Eve Day; Christmas Day; New Year’s Eve Day, New Year’s Day; Martin Luther King Jr. Birthday (observed); President’s Day. The Contractor must confirm with the DEQ Program Manager the holiday schedule for each year of the contract term. If holiday service is required, the DEQ Program Manager or designee will advise Contractor at least 24 hours in advance. Non-approved work on holidays will not be paid. 3. DEQ Program Manager or authorized designee will contact Contractor and request “on-call” services as needed. The Contractor must respond to the site and perform services within two (2) hours of initial contact by DEQ. 4. Snow must be plowed on all driving areas and must be cleared from roadway entrances and exits to DEQ property driveways to maintain clear vision onto roadway. 5. Snow must be removed/plowed from parking lots so that all parking spaces are continuously available. 6. Snow must be removed (shoveled or blown) from all sidewalks and building entrances. 7. If accumulated snow impedes the performance of snow removal services, the Contractor may be required to use heavy equipment (front end loader, dump truck, etc.) to push or remove snow banks away from driving areas. Services requiring heavy equipment are priced separately from snow plowing; and performed only upon request by the DEQ Program Manager or designee. 8. Ice removal services shall be considered as both “automatic” and “on-call”. a) “Automatic” ice removal services shall be performed as part of snow removal from walkways, entrances, driving areas and parking lots. Contractor shall provide and spread ice-melt material on walkways and entrances each service occasion. Contractor shall provide and spread ice-melt or rock salt on driving areas and parking lots each service occasion. Note: use of rock salt on walkways and entrances is prohibited. c) “On-call” de-icing service shall be performed when requested by DEQ Program Manager or designee. The DEQ Program Manager will provide the Contractor with a list of DEQ contacts authorized to approve de-icing activities.
