III. Scope of Work: Project Phases This project will be implemented in two phases: Phase 1: Initial Deployment ● Part 1: Integrated District-Wide Camera System Viewable by Police ○ Design and installation of a district-wide IP camera system. ○ Design can be an on-premise or cloud-based proposal. ○ Integration of the camera system with local law enforcement agencies for real-time monitoring. ○ High-definition cameras strategically placed throughout the district, including hallways, common areas, and exterior perimeters. ○ Robust video storage and retrieval capabilities. ○ Video retention of 30 days. ○ Compliance with all applicable federal, state, and local regulations regarding surveillance and privacy. ○ If possible, integration of weapon detection and notification within the security camera software and/or integration with proposed safety & security sensors. ○ Real-time alerts to security personnel and law enforcement in case of unauthorized entry or weapon detection. ○ A multi-year subscription that includes maintenance and software updates. ○ Multi-year warranty. ○ Additional considerations. New Cat 6 cabling to locations. Cable runs must be labeled, tested, professionally routed, and patched into existing patch panels or matching panels to maintain the neatness and consistency of existing MDF or IDF infrastructure. Device end terminations should be labeled surface mount box, neatly located inside the drop ceiling with a surface loop or wall mounted in such a way as to prevent tampering. ● Part 2: Safety & Security Sensors ○ Deployment of 10 safety & security sensors in key locations to detect and alert key areas of health, safety, and vape. ○ Key locations of sensors are to be proposed by the vendor based on product capability upon site visit or floor map review. ○ Health detection features. Air quality index, carbon monoxide, carbon dioxide, TVOC, Particulates, Chemicals, etc. ○ Safety detection features. Help(spoken word), gunshot, aggression, motion, tamper, etc. ○ Vape detection features. THC, vaping, vape masking, and smoking. Immediate alerts should be made to security personnel and law enforcement to initiate a rapid response. ○ A multi-year subscription that includes maintenance and software updates. ○ Minimum 2-year warranty. ○ Optional integration with the camera system for video verification. ○ Additional considerations. Phase 2: Advanced Integration ● Part 1: Mass Communication and Emergency Notification ○ Implementation of a district-wide mass notification system. ○ Notification system mobile applications like CrisisGo or comparable. ○ All security hardware parts should be interoperable with mass communication applications. ○ Lockdown hardware should include silent alarm buttons under secretaries' desks, message displays, public announcements, and blue strobe lights. ○ Rapidly disseminate emergency alerts and critical information to students, staff, and parents/guardians via multiple channels (e.g., email, text messages, phone calls, digital signage, blue light strobe, audible, digital clock messaging, and desktop notifications. ○ Integration with existing communication PA systems to ensure seamless operation. ○ 5-year subscription or license that includes maintenance, software, and firmware upgrades. ○ Multi-Year warranty. ○ New Cat 6 cabling to locations. Cable runs must be labeled, tested, professionally routed, and patched into existing patch panels or matching panels to maintain the neatness and consistency of existing MDF or IDF infrastructure. ○ Other required cabling should be professionally installed and meet all building code requirements. ■ Minimum Specifications message displays ● Indoor wall mount LCD flasher w/talkback microphone and LED flasher or comparable. ● Valcom VL522-F with clock feature or comparable ● Hardwired PoE, no battery power unit ■ Minimum Specification Blue Strobe Light ● Indoor Eaton Wheelock RSS Strobe RSSWPB-24MCCH-NW or comparable. ● Outdoor Eaton Wheelock MTWPB-24MCCH-NW or comparable. ● Part 2: Complete Electronic Door Access Control System with Emergency Responder Access ○ An electronic door access control system will be installed on approximately 20 exterior doors to provide authorized access via proximity cards and card readers. ○ Web-based management is preferred. ○ A built-in card/ID badge creator in management software is preferred. ○ Ability to create a calendar that defines the days and times the doors should be unlocked/locked to include special events, holidays, and snow days. ○ Ability to configure access groups to associate users with varying levels of access. ○ Ability to group doors in profiles and associate access groups. ○ Enhanced security protocols to prevent unauthorized entry. ○ In an emergency, the ability to lock the building down to restrict card reads to limited access groups. ○ Ability to send alerts via email and SMS text messages. ○ Interoperability with mass notification application. ○ 5-year subscription or license that includes maintenance, software, and firmware upgrades. ○ New Cat 6 cabling to locations.
