This project involves the excavation and removal of impacted soil exhibiting arsenic and lead concentrations exceeding Residential Direct Contact Criteria (RDCC) under Part 201 of the Michigan Natural Resources and Environmental Protection Act (NREPA). Excavation efforts will focus on three areas within the Former Riverside Correctional Facility Located at 777 West Riverside Drive, Ionia, Michigan (herein referred to as “site”). Three areas contain soil and debris with arsenic or lead at concentrations that exceed RDCC within surficial soils at the site as indicated on the attached Figure 1 (see Attachment D). The Respondent shall excavate and transport an estimated 590 cubic yards (yd3) of soil to a licensed disposal facility and backfill each excavation with imported clean fill (see Section D below). Removal work shall include removal of shrubs, trees, and deadfalls to allow for full access to the proposed excavated areas. Temporary access roads may be needed to access excavations areas. The excavation areas shall be finished with topsoil, seed, and mulch. Refer to the attached photo log (see Attachment E), to see vegetation or other features within each proposed excavation area. TriMedia Environmental & Engineering Services (the “Consultant”) will conduct excavation verification sampling to ensure RDCC exceedances have been removed prior to backfilling activities.
