This request is to provide a Phase 400 Preliminary Design, Phase 500 Final Design, and Phase 600 & 700 Construction Administration. Provide a complete PSC proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology, Management and Budget (DTMB) Project Statement (DTMB-0427), DTMB Billable Rate Professional Services Contract and the DTMB Request for Proposal Billable Rate Form (DTMB-0430) and the DTMB, State Facilities Administration, Design & Construction (DCD) policies & procedures for complete professional design services. Professional services shall also include, but are not limited to: • Gathering and verifying all information required for the proper design of the project. • Field verifying and documenting existing conditions of the existing site, facilities and site utilities. • Phase 400, 500 design services as required to produce complete designs for the selected solution, through contract document development and bidding. • Preparation of two separate bid packages, anticipated to be: a) New shop area addition (base bid) with 2 add alternates: 1) Storage building lean-to, and 2) Chemical storage building b) Admin building renovations (including sidewalks, parking, garage doors, etc.) • Design review submittals at 50% and 90% of each design phase. • Cost estimates are required with the 90% submittal for each phase. • LARA plan review submission. • Phase 600 & 700 construction administration services. • Field data collection shall be performed to ensure accurate documentation of existing conditions. • Provide a proposed design schedule. Schedule shall be kept up to date through the project, at a minimum with each design submittal. • Provide hard-copy and electronic deliverables as requested by the agency. • Sub-consultants, LARA fees, printing/reproduction, postage, and project travel (over 100 miles) are to be included as a reimbursable expense.
