The MPSC is seeking one or more Contractors with consulting expertise in environmental and/or engineering review to assist with Renewable Energy and Energy Storage Siting Cases, with a focus on wind, solar, and energy storage siting. Section 1.1 identifies eight areas of technical expertise for which the Commission is seeking assistance. Each Contractor will assist and represent MPSC Staff in performing an independent analysis of information submitted by applicants in Public Act 233 renewable energy and energy storage facility siting cases that come before the Commission. As previously stated, the Commission anticipates receiving multiple siting case applications per year, which may be received at various times throughout the year with potential overlap. Therefore, a Contractor may be asked to provide its review across multiple, concurrent project Applications before the Commission. This includes review and analysis of the filed application and testimony; relevant information submitted as part of the contested case process which may vary between cases; and information related to local, state and federal regulatory and permitting requirements. The goals of the analyses are to validate or invalidate information presented in the Application and to provide recommendations to inform the Commission through written expert witness testimony.
