The City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Housing and Revitalization Department (HRD), is releasing this Request for Proposal (RFP) for interested and qualified organizations or firms (hereinafter referred to as “Implementation Partner(s)”) to support the construction of Recovery Housing Facilities in the City of Detroit to expand the supply and accessibility of recovery housing units for the short-term occupancy by individuals receiving substance use disorder services at the projects located within the City. NOTE: The City of Detroit anticipates offering another funding opportunity for Recovery Housing Construction, using another funding source. Respondents may apply to one or both funding opportunities. NOTE: This procurement complements other City of Detroit funding opportunities for Recovery Housing Rehabilitation and Recovery Housing Operations. For Rehabilitation, Respondents submitted proposals to support the rehabilitation or expansion of Recovery Housing Facilities in the City of Detroit. For Operations, Respondents submitted proposals for operational support that would increase the accessibility of recovery housing to clients and/or improve their likelihood of success in reaching long-term recovery. Respondents who applied to these prior RFPs may also apply to this RFP as well. Once RFP proposals for the construction project have been scored and ranked, award letters will be sent to the selected Respondents. These award letters will detail the documents needed to receive an approved and executed subrecipient agreement and City of Detroit Contract.
