This solicitation is for a Brand Name Mobility Enhanced Spectrum Analyzer (MESA 2.0) and Dopescope is required by the Army Counterintelligence Service (CGCIS) and Technical Surveillance Countermeasures (TSCM).Research Electronics International (REI) is the manufacturer and supplier of the MESA available to the US Government, to meet performance standards set by the military services and the Department of Defense. The specification requirements of the MESA and Dopescope are as follows:

This solicitation is a Total Small Business Set-Aside and quotes will be technically evaluated for conformance in accordance with the specifications listed. The government intends to award a contract to the lowest priced technically acceptable quote without discussions. The government, however, reserves the right to conduct discussions if deemed in the best interest of the government.
