Sources Sought Notice for: Production Capabilities to Produce Installation/ Integration Kits
The U.S. Army Contracting Command – Detroit Arsenal (ACC-DTA) is conducting a market survey to identify potential sources for the production of installation/ integration kits in support of the M1A1 Abrams Tank/ Pearson Engineering (PEL) Front End Equipment. Specifically, the purpose of this notice is to gain current knowledge in the capabilities, qualifications, and interest from members of industry, both small and large business communities, which currently possess the production capabilities to produce thirty-six (36) vehicle installation kits and five (5) fixture kits for front end equipment on the M1A1. Front end equipment for route proofing and clearance.
THERE IS NO SOLICITATION AT THIS TIME AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. This is a request for information on capabilities and interest and does not constitute a Request for Proposal (RFP); submission of any information in response to this market survey is purely voluntary and the U.S. Government (USG) assumes no financial responsibility for any costs incurred. No funds have been authorized, appropriated, or received for this effort. Data submitted in response to this market survey will not be returned.
NOTES:
1. This is a capabilities only request for information.
2. Any potential or future workload requirements would be identified at a later date under a separate requirement.
3. This notice will also assist with identifying potential sources that the USG may partner with under a Public-Private Partnership Workshare arrangement.
4. The USG may perform a site visit at any prospective vendor facilities to gain a better understanding of this effort.
ITEM DESCRIPTION: The Part # 57K01344, M1A1 Chassis Kit (SLICE) and Part # 57K01356, SLICE Fixture Kit will be used to install Pearson front end equipment to a M1A1 tank; kitted and packaged for shipment. Part numbers are the top level/ kit level part. The chassis kit is all parts to integrate front end equipment onto an M1A1 tank. The fixture kit is a template/jig/ guide for the chassis kit. No drawings, TDPs, or technical data for the kits are available.
EXPERIENCE QUESTIONAIRE. The USG is interested in identifying manufacturers capable of producing finished installation/ integration kits.
1. How long has your company been in business and what is your experience in manufacturing installation/ integration kits for the Abrams tank or an equivalent?
2. If you were awarded a contract to manufacture installation/ integration kits, how long after contract award could you deliver a finished installation/ integration kit?
3. If you have manufactured installation/ integration kits or an equivalent for the US Government, please provide the contract number associated with the work?
4. Any other pertinent information you care to enclose?
INTERESTED PARTIES. The Government requests interested parties to submit a tailored capability statement that clearly details current capabilities and capacities and a company brochure (if available). Your capabilities must outline your current experience in the manufacturing and quality verification processes and procedures highlighted above (Inquiries 1-4) and all others you would bring to bear in manufacturing this product. All proprietary information should be marked as such. The description should also include any anticipated need for sub-tier contracting.
This information shall include:
1. Name of company, address, telephone number, email address, point of contact, CAGE code, DUNS number, Tax ID number, and business size information;
2. A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name, address, point of contact identification and email address, website, potential partnering/teaming arrangements, and capabilities;
3. A description of the company's existing production capacities;
4. A description of facilities, storage, equipment, manufacturing processes, inspection capability, personnel, and Quality Management System certifications or standards used;
5. Responses to the four inquiries listed above.
6. Any and all information provided shall include a description of the proposed technology specifics including technology capabilities and relevant applications.
Responses will be reviewed by U.S. Army Contracting Command – Detroit Arsenal (ACC-DTA) and PEO-Ground Combat Systems personnel only and will be held in a confidential manner. Submitted documentation will not be returned.
