Specifications include, but are not limited to: 1. Develop a PSH Monitoring Guide and supportive materials as noted below, that address the following topics. These include but are not limited to definitions, federal regulatory requirements, and leading best practices within PSH: a. Requirements and responsibilities of Authority staff in completing PSH monitoring b. Areas of monitoring focus (ex. Assessment of tenant needs and services, compliance with federal regulatory requirements, general condition of property, etc.) c. Types of monitoring (ex. Desk monitoring, announced on-site, etc.) d. Preparation and execution of monitoring tasks, including: i. Timelines (e.g., Sending notices, completing reports, etc.) ii. Communication touchpoints (ex. Introduction meeting, exit conference, etc.) e. References and resources, including the following items that must be developed by the bidder in conjunction with and support from Authority staff: i. A document checklist and a review of outcomes/expectations ii. A crosswalk document of all iterations of the Qualified Allocation Plan (QAP)/Addendum III requirements iii. Tenant satisfaction surveys 2. Conduct on-site monitoring for at least ten (10) PSH projects, as selected by the Authority. Focus areas for monitoring include, but are not limited to, the following: a. On-site programmatic monitoring of PSH services b. Property walk-throughs to assess general condition of the project site c. Gather feedback and assess working relationships between identified partners (owners, management, and service agencies) d. Gather feedback and assess effectiveness of services by hosting meetings/focus groups with PSH tenants e. Financial and participant file monitoring as supported by the proposed monitoring model...
