A. Individuals Eligible for EHE Services The principal intent of the EHE Programming is to provide services to persons living with HIV including those who have progressed to AIDS. The only requirement for determining eligibility is that the individual has an HIV diagnosis. B. General Provisions for Services This is to be a cooperative relationship between DHD and the funded agency. The DHD’s EHE Manager and Health Educators will have regular contact with the subrecipients and have a close working relationship to monitor the success of the funded programs. C. Allowable Costs Grant recipients selected through this NOFA will be required to comply with both federal and local cost policies. They may not be used to supplant existing federal, state or local funding. Cost Restrictions The following are cost restrictions for Ending the HIV Epidemic (EHE) funds: Funds may not be used to make direct payments of cash to recipients of services. Where the direct provision of services is not possible or effective, vouchers, which may only be exchanged for a specific service or commodity (e.g., food or transportation), must be used to meet the need for such services. Funded agencies must ensure that vouchers cannot be readily converted to cash. Funds may not be used for alternative or complimentary therapies, such as acupuncture and massage therapy. Funds may not be used to purchase or improve land or to purchase, construct or make permanent improvements to any building. Funds may not be used to support international travel, fundraising expenses, lobbying expenses, or Pre-Exposure Prophylaxis. E. Acceptance of Notice of Funds Availability (NOFA) Content Organizations receiving grant awards will be mandated to meet all requirements contained in this NOFA.
