The Heartland Materials Management Planning Committee (HMMPC) issues this Request for Proposals (the “RFP”) to solicit qualified consultants to develop a comprehensive Materials Management Plan (MMP), in compliance with recent amendments to Michigan Public Act 451, Part 115. This new plan will replace the existing Solid Waste Plan by shifting the focus from waste disposal to a sustainable materials management system that emphasizes recycling, waste reduction, resource recovery, and a circular economy. We invite firms to submit a detailed proposal outlining their approach to developing a progressive and effective MMP that addresses all requirements set forth by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) and positions our communities in each County within the Heartland Region as a leader in sustainable resource management. The HMMPC is soliciting Proposals from qualified consultants to aid in the development of a MMP for sustainable waste management. Ideally, the consulting firm will help each County in the Heartland Region transition from traditional solid waste disposal to a sustainable, “circular economy” approach. The Committee’s selection process will rely on evaluation of the written responses to this RFP and any subsequent supplemental evaluations processes, such as requests for additional information, as may be undertaken by the Committee at its sole discretion.
