Newaygo County has acquired an old margin that it plans to remove and replace with a modern, accessible facility for boaters and Dragon Trail users to enjoy. The County has completed the design portion of this project and determined the potential construction styles and costs. See the attached blueprint of the facility layout. Newaygo County seeks a qualified licensed professional or company with a proven track record for excellence in engineering and overseeing similar projects. The primary role of the contractor is to assist the County Parks Director with moving from the project's design phase into the construction phase by establishing the on-site layout of the facility, engineering specs for the project, and overseeing permitting. While the contractor will not be involved much in the construction phase, they will be very involved with the initial planning and specification development for the future bid packages. They may also assist the Director in reviewing bid proposals. The contractor will lead on all aspects of EGLE Permits and other permits that may be needed for this project. The Contractor will be expected to complete the following: 1. The Contractor will work to move the project from the design phase to the construction phase, working directly with the Parks Director. This will consist of the following: a. Provides “Professional” services for the duration of contract. The only professionals who can act in the Professional role are Licensed Architects, Licensed Professional Engineers, or Licensed Landscape Architects. This professional must have an active license in the State of Michigan. If the Professional does not meet these requirements, they must retain a professional to provide these services for the duration of the Contract. An individual or firm may not do any subcontracted work without prior experience in similar work and must be approved by Newaygo County or included in this initial Proposal. b. Work as the main point of contact with the State and other agencies to secure necessary permits, including but not limited to County Soil and Erosion Permits, EGLE Permits, etc. i. The contractor will immediately begin work on the EGLE permit once the contract is awarded. c. Provides planning services necessary for the engineered design and construction of the project. Much of this has been completed in advance but will require review from the Contractor. d. Certifies that all pre-engineered work was completed as the contractor originally planned. i. The County may request as-built drawings. e. The Contractor may be periodically asked to inspect the work being completed on items the Contractor engineered to ensure proper materials and layout are being followed. f. Contractor will engineer/design the following: i. General Dock Structure Design- The dock surface will be pressure-treated 6x6 lumber, and the structure will comprise 290 helical piers with the associated galvanized cross bracing. The contractor shall create generic plans that the construction crew will use when laying out and building the docks. ii. Electrical—The contractor shall fully engineer the facility's electrical system and work with Consumers Energy on the necessary paperwork to upgrade the main service to the correct amperage.
