Lead-Based Paint Hazards: The purposes of the assessment/inspection are: 1) to identify the potential for worker exposure to lead during proposed renovation activities. 2) to test paint on surfaces that will be disturbed during the renovation; and 3) to provide that information to contractors, subcontractors, federal, state or local agencies, and future occupants. A Lead Inspection is being requested, to be conducted by a certified Lead Inspector/Risk Assessor due to the federal funding received to complete the scope of rehabilitation. Since there is not a residential component to the project, evaluation of “lead-based paint hazards” as defined by HUD and EPA such as deteriorated lead-based paint (LBP), interior dust-lead hazards, soil lead hazards, chewable surfaces, friction surfaces and impact surfaces are NOT a scope of work required under this RFP. The Assessment/Inspection Process. The process shall include the following activities, as applicable: testing for lead content with the use of an X-ray fluorescence (XRF) instrument of all coatings on surfaces to be disturbed during the renovation. In addition, paint chip samples shall be obtained from a select number of major painted surfaces at the inspector’s discretion. All practices shall follow, or exceed, the generally accepted practices of the profession. Laboratory Requirements. All laboratories selected for use in the evaluation of lead-based paint shall hold all accreditations, certifications and recognitions needed to conduct lead testing services as governed by regulatory agencies having jurisdiction over such work. At a minimum, the laboratory used by the contractor shall be recognized by the U.S. Environmental Protection Agency (EPA) National Lead Laboratory Accreditation Program (NLLAP) for the analyses performed under this contract, and shall, for work under this contract, use the same analytical method used for obtaining the most recent NLLAP recognition. Copies of certificates shall be provided with the Respondent’s submittal. Identification of Lead-Based Paint. The inspector/risk assessor shall sample all components/surfaces to be disturbed during the renovation with an XRF. In addition, inspector/risk assessor shall sample majorpainted surfaces, and any other surfaces not applicable for XRF testing, through the collection of paint chip samples followed by laboratory analysis
