Specifications include, but are not limited to: The State of Michigan intends to make a purchase for which it believes there is no viable alternative. The purpose of this notice is to attempt to identify possible alternatives. The Westside Residential Alternative to Prison (WRAP) program is under the Michigan Department of Corrections (MDOC), Office of Community Corrections (OCC). WRAP is designed to provide additional sentencing options in Eaton County Court to address probation violators who demonstrate new criminal behavior and who may otherwise be considered prison bound. The vendor must have employees who possess applicable licenses or certifications to provide cognitive Moral Recognition Therapy (MRT) and Substance Use Disorder (SUD) programming. The SUD programming must conform to the Residential Drug Abuse Program (RDAP) standard. The vendor must possess existing qualified employees, infrastructure, and facilities to deliver in-person services within Eaton County. The vendor must possess experience in providing cognitive, vocational, and educational programming in an in-person correctional setting. The vocational training and educational portion of programming will be two tiered and will include, but is not limited to, Skills Tasks and Results Training (START) and ServSafe. The number of offenders receiving services is 30-50 Eaton County probation violators. The vendor must be able to serve 30-50 violators. The vendor must provide services in-person within Eaton County. The vendor must provide services as required by the Eaton County Court or by amended probation order. The vendor must possess experience in providing direct human services in person within a correctional setting.
