The intent of this contract is to provide an experienced Curriculum Development Specialist as a long-term resource to the Procurement Professional Development Team to create advanced training deliverables for the Achievement in Michigan Procurement Training and Certification Programs. This team member will work with both subject matter experts and Central Procurement management and other team members, and work under the supervision of the Procurement Professional Development Manager. Business requirements: Curriculum Development expertise and qualifications needed to provide the current long-term needs for up to 4 years of Procurement Training to develop Web-based Training and other deliverables. Candidate must have 2+ years of experience as a curriculum development specialist for the development of training for State of Michigan purchasing professionals, including curricula, individual topics, forms and templates, and Michigan Procurement Policy. Must have experience with State of Michigan (SOM) Procurement Six processes, development of rAMP UP! module content learning paths and web pages, needs analysis, Achievement in Michigan Procurement (AMP) Web-Based and Instructor-Led Trainings, AMP certification programs, training reference guides, and training tools. Must be able to anticipate Procurement sourcing user needs when creating and editing videos and custom images. Must be familiar with and be able to manage internal web page and document standards, related project planning, and SharePoint experience to develop and maintain the SOM Procurement Training and Certification website. Candidate must be located in the United States. Required Skills: • Must be an excellent writer! The ideal candidate loves the written word (but not too many words), along with proper spelling and grammar. • Mastery of the application of adult learning theory, practices and principles. • Excellent presentation, interpersonal, communication, problem-solving, analytical, and organizational/project management skills - to manage multiple complex tasks, issues, and deadlines. Applicant must possess advanced proficiency using a variety of software and tools needed for the position, including demonstrated ability to: 1. Develop and present Instructor-Led Training (ILT) and related materials. 2. Develop interactive Web-Based Training (WBT) using Articulate 360 Teams. 3. Use Camtasia Pro to record and edit screen captures, record meeting sessions, and produce modern training video content. 4. Use Photoshop, Adobe Stock, and SnagIt for graphics and instructional design: create visual representation of key learning points (infographics and other images) 5. Prepare training evaluations following the Kirkpatrick model. 6. Use Audacity or Audition for audio recording and editing software to record and edit narration, splice in music tracks, apply effects (fades, normalization, noise reduction). 7. Use Adobe Photoshop for graphic design and photo editing application experience – must be able to manipulate and edit photos to perform correction work, create montages, apply masks and filters, and use layers, paths, and blending options. 8. Use Microsoft Office software (e.g., Word, Excel, PowerPoint, Visio). 9. Use Adobe Acrobat DC for document creation, editing, formatting, and compiling multiple documents. 10. Create Vyond or PowToons videos . 11. Create Microsoft Excel Pivot Tables. 12. SharePoint Webpage and back-end resource development, tagging, and topic selections.
