Specifications include, but are not limited to: The City of Detroit Office of Contracting and Procurement (OCP), on behalf of the Housing and Revitalization Department, requests proposals from qualified firms for services to better connect individuals experiencing substance use disorders and/or homelessness with behavioral and physical health services. Specifically, this RFP seeks a respondent to operate a "Quick Response Team" (QRT), which will conduct outreach to individuals with substance use disorders – with a focus on recent drug poisoning survivors and individuals experiencing homelessness, counsel individuals on treatment, harm reduction, and social services resources available, and make a warm hand off into treatment services for interested individuals. QRTs are a promising model – operating in other jurisdictions within and outside of Michigan – to connect individuals with substance use disorders with treatment and other services to reduce mortality. QRTs typically involve a small team (e.g., one to three people) with a range of relevant expertise; for example, they can include peer recovery coaches, harm reduction providers, social workers, nurses, behavioral health specialists, community health workers, Emergency Medical Technicians or paramedics, and other clinical or non-clinical professionals.
