The City of Muskegon is seeking proposals from qualified housing development agencies, nonprofits, or development teams to utilize up to $1,000,000 in HOME-ARP funds to develop duplex housing units in the city of muskegon for qualifying populations as defined by HUD’s HOME-ARP guidelines. The objective is to increase the availability of affordable rental housing units targeted to individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations as defined in the HOME-ARP Notice (CPD-21-10). Project Scope and Requirements; Proposals must include the development of duplex units (minimum of two duplex buildings). Housing must be targeted for HOME-ARP qualifying populations. Units must remain affordable and comply with HOME-ARP affordability period requirements (minimum 15 years). Developers must ensure compliance with fair housing, environmental review, procurement, and other applicable federal requirements. Units must be constructed on property owned or acquired legally with clear title. HOME-ARP Program Compliance All projects must comply with the HOME-ARP Notice (CPD-21-10), including: Income targeting and qualifying populations; Affordability requirements and tenant protections; Use restrictions and long-term compliance; Fair housing and equal opportunity; Davis-Bacon (if applicable), Uniform Relocation Act (URA), and Section 3; HOME-ARP rental housing funds may be used for the following project hard costs, soft costs, and project-specific costs of an identified HOME-ARP project.
