Phase I ESA Phase I Environmental Site Assessment in accordance with ASTM E1527-21: • Site History Review: Examination of historical records and land use. • Site Inspection: Visual inspection of the property to identify potential environmental concerns. • Interviews: Discussions with property owners, occupants, and local government. • Report Preparation: Comprehensive report detailing findings, including potential environmental issues. Hazardous Material Survey and NESHAP Asbestos Surveys Hazardous Material Survey and NESHAP Asbestos Surveys: • The building survey shall be conducted in accordance with 29 CFR 1910.1001(j) (2) (i), OSHA Asbestos for General Industry and 40 CFR Part 61 Subpart M, National Emission Standard for Asbestos. • Anyone performing a building inspection shall comply with applicable training and accreditation requirements specified in MCL 338.3403, Sec. 3(1) (a) of the Michigan Asbestos Workers Accreditation Act (Act 440, P.A. 1988, as amended). • All workmanship, methods, and materials shall meet or exceed all applicable Local, State, and Federal rules and regulations. • The on-site survey shall consist of inspecting all areas (functional spaces) in the interior and exterior of the buildings. This includes, but is not limited to, individual rooms, closets, penthouses, access hatches, spaces above ceilings/behind walls, and roofs. • Mechanical equipment shall also be inspected.
