The Little Traverse Bay Bands of Odawa Indians (“LTBB” or “Tribe”) received federal recognition reaffirmation through passage of Public Law 103-324 by the U.S. Congress on September 21, 1994. The Tribe’s Constitution has created three separate branches within the government: Legislative, Executive, and Judicial. Although the separation exists, there is a coordinated effort among all branches to provide services and support for Tribal citizens. The Tribe’s treaty delineated reservation area encompasses portions of Emmet and Charlevoix Counties in the rural, northern part of Michigan’s Lower Peninsula. LTBB conducts election similar to those of the federal government: Primary in May and General in August of the election years. There may also be Recall elections if/when necessary. LTBB is seeking a service who can supply certified election services and equipment for each election. LTBB currently has between 2100 – 2500 register voters. This is a five-year projected award, however, subsequent years after year one, are upon approval of available funding that is awarded for each individual year. This has been a five (5) year commitment in total from an Election Service, with understanding that each year is contingent upon yearly awarded funding. A. Available to provide services January 2026 through December 2030. B. Provide election services for the Primary, General, and Recall Elections. C. Provide service technician. D. Provide software compatible with LTBB’s Enrollment module software. E. Supply by rental two (2) Tabulator and two (2) Voting Booth for LTBB’s use for Elections. F. Supply, prepare, label and mail Election Notice to all Citizens of voting age. G. Supply, prepare, label and mail Ballot packs to All LTBB Tribal Citizen registered voters for each election. H. Provide Autovote Voter Management Systems for all elections. I. Provide training and technical support for equipment and software systems. J. Provide services through any recount or challenge proceedings of any elections. K. LTBB understands that number of voters and postage will fluctuate year to year.
