The State of Michigan is seeking to create functionality between the Michigan Department of State’s system of vehicle records, and an Electronic Registration and Title (ERT) platform to process powersports transactions. Powersports transactions include watercraft, snowmobile, moped, off-road vehicle (ORV), and accompanying untitled trailers through an ERT platform. The functionality would be similar to how vehicle dealers currently process their vehicle title and registration transactions utilizing an electronic registration and title platform. The Michigan Department of State will use information obtained from this RFI to determine the feasibility of using an ERT provider to conduct powersports transactions. Requirements At a minimum, any solution considered by the Michigan Department of State for an ERT powersports platform must comply with the Michigan Vehicle Code and the Natural Resources and Environmental Protection Act. At a minimum the Michigan Department of State is seeking information regarding the following: Ability to process watercraft, off-road vehicle, snowmobile, accompanying non-titled trailers, and moped transactions. Transactions include transfer of ownership, registration issuance, and registration renewals. Calculate and collect sales tax. Calculate and collect title fee (if applicable) for each transaction. Calculate and collect proper registration fee (if applicable) for each transaction type. Calculate and collect proper plate fee for trailer transactions. All funds collected will be sent in a nightly electronic fund transfer. Print application receipt and temporary registration (if applicable). Issue temporary watercraft registration to customer.
