Specifications include, but are not limited to: Provide complete design and engineering, bidding andconstruction documents, and construction management services torelocate the existing motor pool operation from the AlleganParking Ramp to the Hall of Justice (HOJ) East Parking Ramp.This includes phases 400, 500, 600, and 700. The objective is toreplicate the existing Vehicle and Transportation Services (VTS)downtown motor pool operations, currently located on the upperlevel of the Allegan parking ramp, to the first and secondlevels of the Hall of Justice east parking ramp. The projectscope of work includes the following:1. Construct a new VTS motor pool office building in the HOJramp with space for three to four staff members and including areception counter and customer service area. This will be acomplete stand-alone weather tight structure including entrydoors, windows, HVAC system, electrical, lighting, data andtelephone. 2. Construct a new two (2) bay vehicle service building in theHOJ ramp containing a separate service bay and a wash bay. Thiswill be a complete weather tight structure with separateautomatic roll-up doors for each bay and personnel entry doors.It will also include HVAC, electrical, and lighting systemsrequired for an automotive service facility. The vehicle servicebuilding may be either a stand-alone structure or beincorporated with the office building. The service bay will beused for oil changes and minor service and maintenance. It willinclude a vehicle frame lift, retractable overhead oil and fluiddispensing lines, retractable overhead compressed air lines, andadequate room for mechanic supplies, tools, barrels, etc Thewash bay will require a recessed or diked containment area witha floor drain to sanitary sewer and domestic water supply.3. Construct an ADA compliant, unisex Rest Room facility forboth staff and customer use. This could be either a completestand-alone weather tight structure or be included in the officebuilding, in which case it would require a separate entrance forafter-hours customer use. It will require a domestic watersupply, domestic water heater, sanitary sewer access and HVAC,electrical, and lighting.4. Relocate the existing vehicle key vending Kiosk and securitycamera from the Allegan ramp Van Wagoner elevator lobbyentrance. The equipment must be maintained above 32F ambienttemperature. This will require construction of a heatedenclosure with after-hours customer access.5. The existing air compressor, vehicle lift, and fluiddispensing system will probably not be moved from the Alleganramp. New equipment will be purchased to both expedite movingthe operation and provide new updated equipment. 6. Only the top level of the HOJ east parking ramp down to thestart of the second level is to be used for the new VTS motorpool operation. The rest of the parking ramp is reserved for useby Securitas and DTMB Building Operations. This top level willinclude motor pool vehicle and customer vehicle parking plus VTSoperations (offices, shop, etc). All parking spaces are to berestriped and not specifically designated or reserved bothmotor pool and customer vehicles will share the same spaces.Requirements for ADA parking spaces are to be re-evaluated.7. Access to the HOJ east parking ramp will be via elevator fromthe ground level outside entrance. This entrance is currentlyunsecured but has card readers and cameras installed which onlyrequire programming (by DTMB) to activate. 8. Replace the two (2) existing rollup doors at the parking lotdrive-in entrances with two (2) High-Speed (2) doors includingsecurity card reader access (through DTMB Honeywell security andaccess system).9. Phone and data lines to the office, key Kiosk, cameras, etcare to be coordinated with and provided through DTMB IT/Telecomand they should be involved early in the design process.10. The sizing, control, and operation of the existing HOJparking ramp ventilation and exhaust fans must be evaluated pernew facility uses and modified accordingly. VTS is concernedwith noise and ambient winter air temperature to meet mechanicalcode requirements for ventilation and air quality.11. Schedule: Target operations startup at new location forearly January, 2013. The best time to move the motor poolvehicles is during the Christmas holidays as most cars come inat that time otherwise a large percentage are out in use.12. Close coordination and communication with the Judicial / HOJsecurity service is very important both during the disruptioncaused by construction and for defining the operationalparameters. Security contacts should be made through Steve Dotythe HOJ Facility Supervisor.13.
