The Contractor must: Design and implement a comprehensive DV training curriculum tailored to child welfare professionals working in CPS and Foster Care in the pilot counties. Ensure the curriculum covers key topics including, but not limited to: Recognizing and identifying domestic violence dynamics and/or patterns within a family. Strategies for child welfare case managers serving in a first responder role (typically CPS) who may have limited time at the onset to make an assessment as it relates to domestic violence and child safety. Engaging with survivors of domestic violence. The impact of domestic violence on children and families. Trauma-informed and survivor-centered practice. Safety planning and documentation. Cultural responsiveness and equity considerations. Strategies to safely engage with perpetrators of violence. Information and resources for case managers and supervisors on how to identify personal biases and potential trauma related to domestic violence. The DV training curriculum must: Reinforce case practices of teaming, engagement, assessment, and mentoring to align with the MiTEAM Practice Model. Improve case managers’ confidence in their ability to recognize DV dynamics and/or patterns, assess safety, and collaboratively develop safety plans that help ensure safety, build upon caregiver strengths and protective capacities, and hold the perpetrator accountable. Improve a supervisor’s confidence in providing oversight and support in cases where DV is suspected or identified. Be formatted to accommodate in-person, virtual, and/or hybrid participation. Be inclusive, trauma-informed, and culturally relevant for diverse populations. Include materials written in a straightforward language, to be translated into multiple languages as needed. Include materials that align with the MDHHS style writing guide. The State Program Manager will provide this guide to the Contractor. Incorporate accessibility features and formats (e.g., closed captioning, screen-reader compatibility).
