Specifications include, but are not limited to: provide comprehensive divestment screening services to the State as it relates to complying with the divestment mandates contained in the Acts. Screening services must be provided for all state sponsors of terror as designated by the State Department. Screening services include comprehensive and company-specific research. When assessing whether a company should be identified as scrutinized, SMRS uses a look-back screening period of 24 months. To determine if a company has any involvement or ties to a state sponsor of terror, SMRS looks at the company’s active business operations in a state sponsor of terror for the past 24 months. Any activity occurring prior to 24 months is discounted and may result in the company being removed from the scrutinized companies list.
